The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010, section 59 of the County Government Act, 2012 (Amm.2020) Sections 12, 14, 28, 29 and 30 of the Urban areas and Cities Act, 2011 (Amm.2019).

Liason officers will be responsible to the respective County Chief Officer and or the County Secretary and head of public service for the general administration and management of county, intergovernmental and international affairs.

DUTIES AND RESPONSIBILITIES

  1. Provide an integral link between the county and the respective stakeholders and other relevant offices both at county and at national level.
  2. Coordinate donor and diaspora engagement
  • Coordinate logistics and activities for County officers and respective Stakeholders/investors on official
  1. Ensuring proper Planning and utilization of resources and carrying out general office administration

REQUIREMENTS FOR APPOINTMENT

  1. Be a Kenyan
  2. A Bachelor’s degree holder in international relations & diplomacy, public administration, social science or
  • Must have relevant work experience or related and equivalent
  1. Must demonstrate strategic planning skills and ability to design and implement short term, medium & long term
  2. Demonstrate understanding and commitment to the values and principles as outlined in articles 10 &232 of the Constitution of Kenya, 2010.

The members shall be responsible to the Ogembo Municipal Chairperson and the Governor.

DUTIES AND RESPONSIBILITIES

The Board of the Municipality shall perform the following functions

  1. Oversee the affairs of the
  2. Formulate and implement the integrated development
  • Development and adoption of Policies, plans, strategies and programmes including setting targets for delivery of services
  1. Control (within the municipality) land use, land sub division, land development, and zoning by public and private sectors for any purpose including industry, commerce, markets, shopping and other employment centres, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture, and freight and transit stations within the framework of the spatial and master plans for the town as may be delegated by the county government;
  2. As delegated by the County Government, promote and undertake infrastructural development and services within the Municipality
  3. Develop and manage schemes , including site developments in collaboration with relevant national & county agencies
  • Maintain a comprehensive database and information system of the administration and provide public access thereto upon payment of a nominal fee to be determined by the board.
  • Administer and regulate its internal affairs
  1. Implement applicable national and county legislation
  2. Enter into such contracts, partnership or joint ventures as it may consider necessary for the discharge of its functions under the Urban Areas and Cities act or other written law.
  3. Monitor and, where appropriate , regulate municipal services where those services are provided by service providers other than the Board of the Municipality

  • Settle and implement tariff , rates and tax and debt collection policies as delegated by the County Government

REQUIREMENTS FOR APPOINTMENT

  1. Be a Kenyan
  2. Holder of at least a degree from an institution recognized in Kenya for the
  • Holder of at least a diploma from an institution recognized in Kenya for
  1. Has a distinguished career in a medium level management position in either the private or public sector;
  2. Holds at least 10 years’ or 5 years’ post qualification professional experience for Chair and Member respectively;
  3. Is ordinarily resident or has a permanent dwelling in the municipality;
  • Carries on business in the municipality or has lived in the municipality for at least five years; and
  • Satisfies the requirements of Chapter Six of the Constitution of Kenya,

 

 V/NO. KSI/PSB/EA/03/23: MUNICPAL MANAGER –ONE (1) POST – JG ‘R’TERMS: CONTRACT

DUTIES AND RESPONSIBILITIES

The municipal manager shall report to the Municipal Board. The Municipal Manager shall be responsible for-:

  1. Implementing the decisions and functions of the Municipal Board as provided for in section 20 (a) to (s) of the Urban Areas and Cities Act, 2011 (Amm.2019).
  2. Acting on behalf of the Board of the Municipality in ensuring the execution of the directives of the Board of the Municipality

 

  • Preparing and presenting for approval of the Board of the Municipality, an annual estimate of revenue and expenditure to fund and carry out the programmes and operations of the Board
  1. Be principally responsible for building and maintain strong alliance and effective working relations between the Board of the Municipality and the civil society, private sector and community based organizations
  2. Causing to be prepared, transmitted to the Board of the Municipality, and distributed to the public at least an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch Municipality
  3. Acting as an ex-officio member of all committees of the Board of the Municipality, and
  4. Performing such other functions as may be delegated by CPSB or by order or confer upon the Municipal Manager

REQUIREMENTS FOR APPOINTMENT

  1. Be a Kenyan citizen;
  2. Holds a degree from a University recognized in Kenya or its
  • Has proven experience of not less than 5 years in administration or management either in the public or private
  1. Satisfy the requirements of Chapter Six of the Constitution of Kenya,

 

 V/NO. KSI/PSB/EA/04/23: TOWN ADMINISTRATOR –ONE (1) POST – JG ‘P’ TERMS: CONTRACT

DUTIES AND RESPONSIBILITIES

Reporting to the Municipal Manager –Ogembo Municipality.

  1. Implementing the decisions and functions of the County Public Service Board;
  2. Overseeing the affairs of the town;
  • Developing and adopting policies, plans, strategies and programs;
  1. Maintaining a comprehensive database and information system of the administration & providing public access;
  2. Ensuring preparation and submission of information to the County Treasury for consideration and submission to the County Assembly for approval as part of the Annual County Appropriation Bill
  3. Establish, implement and monitor performance management systems; and,
  • Perform such other functions as delegated by the Municipal

REQUIREMENTS FOR APPOINTMENT

  2. Be a holder of at least a bachelor’s degree from a university recognized in
