Former West Mugirango MP, Vincent Kemosi, has resurfaced into the political limelight after a nearly three-year absence.
Mr. Kemosi, who lost to the current MP Stephen Mogaka, stated that he had been focused on personal engagements.
“It is not good to politicize newly elected leaders immediately after elections,” he said. “I wanted to give the current MP time to plan and serve the people of West Mugirango.”
Mr. Kemosi added that he used his time away to further his studies and self-development.
Kemosi, who ran under the UDA ticket in the 2022 elections, declined his appointment as Kenya’s High Commissioner to Uganda.
West Mugirango Leadership
However, the former MP criticized his successor, Stephen Mogaka, for failing to deliver on promises and abandoning projects initiated towards the end of his tenure.
“When I was in office, I constructed classrooms and installed electricity in numerous households,” he said. “I also conducted surveys for connections in Mongorisi, Girigiri, Nyaigesa, Rangenyo, and other areas.”
He claims that these sites, which only required funding allocation, have not been connected to electricity.
“It is worrying that even after the survey’s completion, the current MP, Stephen Mogaka, did not push for the allocation of funds to connect these areas,” said Mr. Kemosi.
Kemosi noted that the floodlights he installed at Miruka, Nyamira town, Konate, and Kebirigo were switched off due to unpaid bills.
“As a Member of Parliament, Stephen Mogaka needed to partner with the county government to ensure the bills were paid, helping small business owners extend their working hours,” he said.
He explained that his objective was to provide security for small business owners during their peak evening hours.
He also stated that only one of the boreholes he drilled in the constituency, at Nyamwetureko, is operational. Others, including those at Otanyore, Nyaigesa, Ramba, Ikonge, and Bosamaoro, require repairs and maintenance.
“These boreholes are installed with solar pumps that need repairs to function,” he confirmed.
Regarding bursaries, he reported receiving numerous complaints.
“During my tenure, there were no reports of bursary misappropriation, unlike the current situation where bursaries do not benefit the intended beneficiaries,” he said. “The current MP fired his staff three weeks ago, alleging their involvement in bursary mismanagement. The fired staff now claim the MP and his office staff are responsible.”
“It is now evident that money was disbursed to various learning institutions, withdrawn, and then returned without benefiting the students,” he said.
He further alleged that funds were disbursed to non-existent colleges, including some in Borabu constituency, used as conduits.
“I am asking the MP to explain how the CDF allocation of nearly KES 200 million, including KES 64 million for bursaries, is being utilized,” he demanded.
He also criticized the poor condition of roads like Kebirigo – Kiambere – Motagara and Bonyunyu – Sironga, rendering them impassable.
2027 Elections
Mr. Kemosi denied claims that he had withdrawn from the West Mugirango race to pursue a gubernatorial running mate position.
He confirmed his determination to win and restore the constituency’s development.
“I cannot go for a deputy governor position because I am capable of running for governor. For now, I am focused on West Mugirango because the current MP has failed,” he announced.
He claimed that Stephen Mogaka has lost ground and now requires police protection when addressing constituents.
This incident occurred at a funeral in Bogichora Ward, where Mogaka was heckled.
Mr. Kemosi did not disclose his party affiliation, noting that the Kisii political scene is evolving with the potential Matiang’i presidency.
Unity of Abagusii
Mr. Kemosi also supported Fred Matiang’i’s 2027 presidential bid, stating it is time for the Kisii community to lead the country.
He observed that other communities are uniting behind their leaders.
“As ‘Omogusii,’ we need to have our own conversations instead of supporting other communities who forget about us once in power,” he urged.
He cited the recent case of Timothy Bosire, who was allegedly promised a Cabinet position but was later excluded.
“We have always supported Raila Odinga, but he embarrassed Timothy Bosire and the entire Kisii community,” he said.
“The era of supporting other communities is over. It is our turn to receive support,” he concluded.
Mr. Kemosi addressed the media after meeting with delegations from the five wards in West Mugirango.
